Donation of Sick Leave

Overview

Administrative employees are permitted to donate sick and annual leave to colleagues, but donated time can only be applied as sick leave to the recipient. Employees are eligible to receive donations of sick leave after supplying documentation substantiating the employee’s serious illness. Employees are not eligible to receive donations of sick leave until they have exhausted their leave accruals.  

Employees are prohibited from receiving donations of annual leave. The donor must have a minimum sick leave balance of 24 days to be eligible to donate. Only active employees can donate time. Employees who receive donations of time do not have to pay back the time to the donor. Time may be donated or received between employees in different payroll banks.

DOE employees cannot donate or receive accrued time to or from an employee at another NYC agency.

The conversion rates of donated time for administrative employees are as follows:

For Non-Managerial to Non-Managerial administrative donations:

  • For every 2 days of sick leave donated, the recipient receives 1 day of sick leave.
  • For every 1 day of annual leave donated, the recipient receives 1 day of sick leave.

For Managerial to Non-Managerial donations:

  • For every 3 days of sick time donated, the recipient receives 1 day of sick leave.
  • For every 1 day of annual leave donated, the recipient receives 1 day of sick leave.

For Managerial-to-Managerial donations:

  • For every 3 days of sick leave donated, the recipient receives 1 day of sick leave.
  • For every 1 day of annual leave donated, the recipient receives 1 day of sick leave.

For Non-Managerial to Managerial administrative donations:

  • For every 2 days of sick leave donated, the recipient receives 1 day of sick leave.
  • For every 1 day of annual leave donated, the recipient receives 1 day of sick leave.

Time may be donated or received between employees in different payroll banks.
