Options for Teachers Credentialed in High-Need Subject Areas
As you plan programming for the next school year, you may wish to take advantage of the following options for teachers with New York State credentials in high-need subject areas, including an opportunity to change licenses with a shortened probation period.
Teachers with Additional State Certification in High-Need Subject Areas
Many teachers hold additional New York State teaching certificates which qualify them to teach in high-need subject areas including special education, bilingual education, math, science, and ESL. Your BCO HR Director can access a list of active teachers who hold such State certificates but who are serving in a different City license (for example, this list would include a teacher appointed with a Common Branches license who holds a NY State certificate in ESL). Note that while a teacher may be qualified by virtue of a State certificate to teach in grade/subject area outside their license, they can only be assigned to a program outside of their City license on a voluntary basis.
Teachers Changing their City License to Special Education, Bilingual or ESL with Shortened Probation Period
Under special agreements with the United Federation of Teachers, teachers who hold New York State certification in special education, ESL or bilingual instruction, but who are serving in a different City license, can now switch to the corresponding City license in one of these high-need areas and only need to serve a one-year probationary period. Among the special provisions of this type of license change are the following:
- Any such tenured teachers must serve one year in the new license (special education, bilingual or ESL) to be eligible for completion of probation, but will be treated as having completed probation in the new license for the purposes of excessing.
- Any such probationary teachers will have all of their probationary service time in their prior license and their new license combined for all contractual purposes, including excessing and completion of probation, provided they serve at least one year under the new license.
- If probation is discontinued in the new license, the teacher will revert to their previous license in the school, with credit for the time served as a probationary teacher in the new license.
This change can be made for teachers who possess the requisite State certificate, upon agreement between you and the teacher, by submitting a License Change Application Form (below). Submit completed forms to your BCO HR Director for processing.

Hiring Restrictions Lifted for Guidance Counselors
Effective immediately, all hiring restrictions have been lifted for Guidance Counselors across all boroughs and at all levels.
You are approved to hire internal and external candidates to fill these lines. Note that you are still required have the appropriate budget and headcount in Galaxy prior to hiring the candidate(s).

Supervising School Aides
The process for selecting and nominating Supervising School Aides is as follows:
- Principals must be aware of the requirements for the Supervising School Aide title, which are as follows:
- Supervising School Aide Training completion
- CPR/AED Certificate
- High school diploma or a general equivalency diploma
- Principals identify School Aide candidates for potential advancement and nominate those individuals using the online form here.
- The position must be posted in each school within the district for seven school days. For high schools, all references to “district” also apply to the borough.
- All nominations for the Supervising School Aide position are processed via Galaxy.
