The New York City Department of Education (DOE) has contracts with vendors to purchase the goods and services necessary to ensure that students receive the quality education they deserve. The agency strives to give all businesses, including Minority and Women-Owned Business Enterprises (MWBEs), an equal opportunity to compete for DOE procurements. The agency casts a wide net in search of talented vendors, seeking qualified suppliers from all segments of the community. The DOE’s mission is to provide equal access to procurement opportunities for all qualified vendors including MWBEs. The DOE works to enhance the ability of MWBEs to compete for contracts and DOE is committed to ensuring that MWBEs fully participate in the procurement process.

  • Effective February 10, 2023, individuals in DOE schools and buildings are no longer required to show proof of vaccination against COVID-19. As a reminder, COVID-19 vaccination is still the best tool we have to reduce COVID-19 risk, and we encourage individuals to stay up-to-date with vaccination, including boosters.

R1279: Project Based Systems Integrator

The New York City Department of Education (NYCDOE) is seeking proposals from qualified organizations experienced in providing project based systems integration services for the entire New York City (“NYC”) school system, including public school facilities and administrative offices.

Proposals are sought in three Lots, based on project value:

  • Lot 1: Project value: not to exceed $1,000,000
  • Lot 2: Project value: over $1,000,000 and not to exceed $25,000,000
  • Lot 3: Projects over $25,000,000

The NYCDOE will award at least two (2) contracts per Lot but anticipates to award five (5) vendors per Lot. Vendors may propose for multiple lots, but will be limited to two (2) awards.

R1188: Degree and Certification Services for Teachers and Teacher Candidates (For Private Colleges and Universities)

The New York City Department of Education (NYCDOE), on behalf of the Division of Human Resources, Office of Teacher Recruitment and Quality, is seeking proposals from accredited private institutions of higher education, experienced in providing teacher certification programs that result in producing high quality teachers for NYCDOE public schools. A separate solicitation will be released for services from public institutions from the City University of New York (CUNY) and the State University of New York (SUNY) systems.

Since the inception of the New York City Teaching Fellows (NYCTF) program in 2000, the NYCDOE has worked collaboratively with vendors to prepare alternate route teachers for public schools throughout the city. Over the years, new programs have launched covering a variety of subject areas, based on the needs of the NYCDOE, and allowed for different entry points into the teaching profession. Moving forward, the NYCDOE seeks to continue to prepare alternate route teachers, while also providing space for new initiatives, innovative practices, and opportunities for vendors to support additional teacher preparation programs through both alternate and traditional route services. The NYCDOE will partner with accredited institutions of higher education that offer teacher certification programs and bachelor and master degrees in the field of education. All programs must be capable of providing relevant and responsive coursework focused on outcomes in teacher practice and be delivered in an efficient and flexible manner suited for participants who teach full-time while enrolled in coursework. Detailed service description and requirements are provided in the Request for Proposal (RFP) solicitation.

  • This RFP contains three (3) service components. Component 1 is independent and Components 2 and 3 are dependent.
  • Component 1: Alternative Certification Programs for Teacher Candidates.
  • Component 2: Supplementary, Extension, and Advanced Certification Programs for Teachers.
  • Component 3: NYC Pipeline Initiatives – Traditional Pathways for Teacher Candidates.

IMPORTANT: Vendors have the option to propose for Component 1 independent of Components 2 or 3. Vendors who propose for Component 2 must also propose for a second Component, either Component 1 or Component 3. Vendors who propose for Component 3 must also propose for a second Component, either Component 1 or Component 2. Vendors also have the option to propose for all three components. Proposals for a dependent component (Components 2 or 3) will not be considered without proposals for a second component.

The NYCDOE will enter into requirements contract agreements with multiple vendors that meet the needs and specifications of this open-ended RFP. The awarded contracts will be for a term of six (6) years. It is anticipated that services will commence on or about June 2019.

R1230: Labor Contract Grievance Representatives and Salary and Rating Appeals Representatives

The New York City Department of Education (NYCDOE) on behalf of the Office of Labor Relations and Collective Bargaining (OLRCB) is seeking proposals from consultants to serve as the Labor Contract Grievance Representatives or Salary and Rating Appeals Representatives in the grievance and other administrative processes that are required by the various collective bargaining agreements between NYCDOE and various unions, and NYCDOE rules and regulations.

It is anticipated that services will commence in September 2018. The contract term is three years.

R1177: Scholarships for Special Education in Teaching, Clinical Disciplines and Related Services (Government to Government)

The New York City Department of Education (NYCDOE) on behalf of the Division of Human Resource and Talent – HR School Support – and the Office of Scholarship and Incentive Programs releases this Open-Ended Request for Proposals (RFP) seeking proposals from State University of New York (SUNY) and City University of New York (CUNY) member institutions to participate in the NYCDOE’s Scholarship Program. Vendors must offer Master’s and/or Doctoral degree programs in any of or all the various areas/disciplines of Special Education and its related services. Institutions must offer Masters Degrees (Doctoral Degree for Therapists) that lead to State certification in a traditional teaching or clinical shortage areas. This program will prepare teacher-candidates to serve in the areas of Bilingual Special Education, Monolingual and Bilingual Speech Language Pathology, Monolingual and Bilingual courses for the Visually Impaired, Bilingual Guidance Counseling, Bilingual School Psychology, Bilingual Social Work and Occupational and Physical Therapy.

It is anticipated that no more than 20 contracts will be awarded. Services will commence in the Fall of 2017. The contract term is 5 years.

R1134: LABOR SUPPORT UNIT CONSULTANTS AND TEAM LEADER

The New York City Department of Education (NYCDOE), on behalf of the Office of Labor Relations (OLR) and the Teacher Performance Unit, is seeking consultants and a team leader to provide support to principals and other school-based supervisors in observing and evaluating pedagogues. Labor Support Unit (LSU) Consultants are assigned to cases involving U-rated teachers and other pedagogues, and work with Principals and Assistant Principals to prepare documentation of underperforming pedagogues and other school-based personnel. The Labor Support Unit Team Leader acts as a liaison and support conduit between attorneys and the Labor Support Unit Consultants as well as between and among a limited number of school administrators.

It is anticipated services will begin in Spring 2017. The NYCDOE anticipates entering into a multiple requirement agreements resulting from this Request for Proposals (RFP).
