The Chancellor's Regulations cover a wide range of policies, divided into four sections.
- Volume A addresses student-related issues, from admissions to promotion.
- Volume B addresses school-based budgeting.
- Volume C addresses employee issues, from hiring to termination.
- Volume D addresses parent and community involvement.
The regulations are available in English, Arabic, Bengali, Chinese, Haitian Creole, Korean, Russian, Spanish, and Urdu.
Background Checks and Employee Arrests
Pre-Employment Background Check
All job candidates (both DOE and vendors) are required by Chancellor’s Regulation C-105 to complete an online application, including a background questionnaire, and be fingerprinted before their employment can begin. All offers of employment are contingent on passing a background check. The DOE Office of Personnel Investigation will investigate any:
- criminal history,
- employment history,
- employment eligibility,
- military service, and
- other information related to conduct and background discovered as a result of the application.
All investigations are conducted in accordance with state procedures and statutes regarding employment checks.
Manager Positions
All managers (and some other individuals) are required by Chancellor’s Regulation C-115 to undergo an additional, more complete background check done by the City Department of Investigation (DOI).
If you are subject to the DOI background check, you will fill out a questionnaire as part of your initial on-boarding package. Then DOI will notify you about subsequent annual filings, which you will complete online.
What to Do if You Are Arrested
Per Chancellor’s Regulation C-105, if you are arrested, you are required to notify your supervisor and the Office of Personnel Investigation (OPI) in writing.
Internet and Social Media Policies
Employees must follow certain rules about acceptable and prohibited uses of the internet and other systems. These rules are in the Internet Acceptable Use and Safety Policy (IAUSP).
Additionally, the DOE has issued a social media policy to ensure that school and central staff use tools like social networks, blogs, websites, and other online media in a way that protects the privacy and safety of our students and employees.

Anti-Discrimination Policy
Use the form attached to Chancellor’s Regulation A-830 to file a complaint of unlawful discrimination, sexual harassment, or retaliation based upon such complaints. Employees, applicants for employment, parents of students, students, and others who do business with the DOE, use DOE facilities, or otherwise interact with the DOE can follow this procedure. Additional Rules and Regulations for Managers and Administrative Employees
Your civil service title, not your office title, determines whether you’re considered a manager. If you’re not sure, ask your local HR Manager.
Chancellor’s Regulation C-605 (Salary, Attendance and Leave of Pedagogical Employees)
Chancellor's Regulation C-605 covers pedagogical managers serving on instructional licenses like Superintendent or Administrative Assistant Superintendent. This regulation does not apply to Education Administrators or Teachers Assigned.
Chancellor’s Regulation C-607 (Salary, Attendance and Leave of Management Employees)
Chancellor's Regulation C-607 is for employees whose civil service titles qualify them for the DOE Management Pay Plan.
