New York State Loan Programs

New York State Loan Program Allocations 2019-2020 School Year

The ordering period for all New York State loan programs (NYSTL, NYSSL, NYSLIB, and NYSCH) for the 2019-2020 school year is now open.

For additional information, please contact the NPS Unit at NPS@schools.nyc.gov

These are the 2019-2020 per-student allocation levels associated with all four New York State loan programs:

Program Allocation Per Student
New York State Textbook Law (NYSTL) $58.25
New York State Software Law (NYSSL) $14.98
New York State Library (NYSLIB) $6.25
New York State Computer Hardware (NYSCH)$9.97

This year placing an order in FAMIS will require a two-step process. In addition to your school’s assigned FAMIS ID, used by your school’s designated “initiator” to create an order in the FAMIS Portal, a second FAMIS ID will be required for the principal or building leader to “approve” the order.

For more information about the two-step process, please refer to the FAMIS-Related Resources.

Core Curriculum for SY 2019-2020

As a participant in the NYSTL textbook loan program, the New York City Department of Education (DOE) would like to offer you an opportunity to participate in the Core Curriculum program that is available to NYCDOE public schools.

If your school is interested in pursuing this option for the upcoming School Year 2019-2020 and would like to opt-in to the DOE’s Core Curriculum program, please do not start to spend your NYSTL funds yet. Schools that have already begun to spend any of their NYSTL, NYSSL or NYSCH allocations will not be eligible for this program in School Year 2019-2020. We will be providing more detailed information about the new Core Curriculum math and science programs, which will be available on our infohub site. We will notify interested schools when the information becomes available.

For additional preliminary information, please click Core Curriculum .  Note decisions are due by July 19, 2019.

Reminders

  • Each year, four unique “activity codes” are created in the FAMIS system for each school. These codes are specific to particular commodity groups/loan programs and must be accurately selected when placing your new fiscal year orders. These codes help ensure that your purchases are properly accounted for.
  • Changes in New York State education law allow New York State Textbook Law (NYSTL), New York State Software Law (NYSSL) and New York State Computer Hardware (NYSCH) funds to be used interchangeably. Schools wishing to participate may do so by signing into the FAMIS Portal and following the guidelines.
  • When submitting your purchase orders, please indicate your school address as reported in your BEDS data form. All instructional materials and equipment purchased for loan are to be delivered ONLY to your school at the address of record and must be kept on site in a secure manner.
  • All school address changes must be reported immediately to our office – the NPS Unit – to ensure that our records are accurate. Change of address notices must be printed onto school letterhead.
